Sept mois après l'adoption de la résolution 1701, qui a mis fin aux combats dans le Liban sud, le secrétaire général de l'ONU, Ban Ki-moon, a remis au Conseil de sécurité, mercredi 14 mars, un rapport dans lequel il se dit "préoccupé" par "le danger croissant" posé par des "extrémistes islamistes" abrités dans des camps palestiniens au Liban, "s'inquiète" de mouvements de combattants soupçonnés d'appartenir au Hezbollah. ce rapport fait également part d'informations israéliennes concernant de "graves violations de l'embargo sur les armes".
Selon le document, "des éléments armés, soupçonnés d'appartenir au Hezbollah, ont été vus en train de construire de nouvelles installations dans la région de Bourrhoz, juste au nord du fleuve Litani", en bordure de la zone tampon occupée par la Force des Nations unies au Liban (Finul). Cette zone commence au sud du fleuve et s'étend jusqu'à la "ligne bleue" de démarcation avec Israël. Selon un responsable onusien, ces installations "militaires" comprendraient notamment des dépôts d'armes et pourraient servir de pas de tir à des missiles longue portée "à distance de frappe contre Israël".
Le rapport fait, par ailleurs, état "d'un certain nombre d'informations concernant des activités d'hommes armés" au nord du Litani et relève que ni le gouvernement libanais ni le Hezbollah ne les contestent. Dans leur zone d'opération, les soldats de la Finul n'ont intercepté ni armes ni combattants, mais des "personnels non armés, soupçonnés d'affiliation au Hezbollah, ont été vus en train d'observer les activités de la Finul", notamment "en prenant des photos et en filmant".
Au cours des dernières semaines, les services de renseignement israéliens ont fait des présentations détaillées aux responsables onusiens faisant état de "centaines de livraisons" d'armes, "y compris des roquettes de longue et de courte portées et de systèmes de défense anti-aérien et antitanks, qui ont traversé la frontière libano-syrienne". Les informations israéliennes, "plus détaillées que par le passé", sont "substantielles", estime Ban Ki-moon, mais "leur authentification nécessiterait une évaluation militaire indépendante".
Le secrétaire général de l'ONU recommande toutefois au Conseil de sécurité de mandater une mission d'évaluation indépendante pour étudier le dispositif libanais de surveillance de la frontière et "exhorte" nommément la Syrie et l'Iran, soupçonnés de faciliter le trafic d'armements, à faire respecter la résolution 1701, qui instaure théoriquement un embargo sur les armes à destination des milices.
M. Ban note aussi que le 16 février, le secrétaire général du Hezbollah, Hassan Nasrallah, a affirmé que "des combattants du Hezbollah (étaient) présents dans le Liban sud", que l'organisation disposait "d'une grande quantité d'armes" et revendiquait le droit "de déplacer ses armes dans le pays pour combattre Israël", en violation de la résolution 1701 qu'il avait pourtant acceptée.
"Je m'inquiète de la menace grandissante que font peser sur la présence des Nations unies des groupes d'extrémistes islamistes, qui ont, rapporte-t-on, trouvé un abri sûr dans des camps de réfugiés palestiniens", écrit par ailleurs M. Ban.
Le 8 décembre 2006, Le Monde rapportait, citant des sources palestiniennes et libanaises, qu'un commando d'une cinquantaine de militants affiliés à Al-Qaida et ayant combattu en Irak s'était infiltré dans un camp palestinien dans le nord du Liban pour y perpétrer "un complot terroriste" initié de Damas "visant à assassiner trente-six personnalités libanaises antisyriennes".
Ces militants appartenaient à un groupuscule palestinien, le Fatah Al-Islam, dont quatre membres ont été capturés et ont reconnu, selon des déclarations faites mardi par le ministre libanais de l'intérieur, Hassan Al-Sabeh, avoir commis, le 13 février, un double attentat contre deux minibus qui avait fait trois morts dans un hameau chrétien au nord-est de Beyrouth. Fatah Al-Islam, qui, selon M. Sabeh, "travaille de près avec les services de renseignement syriens", a démenti toute implication.
Le rapport onusien dénonce aussi des "violations" de la "ligne bleue" et de l'espace aérien libanais par l'aviation israélienne. Les survols du Liban sont en augmentation depuis six semaines et peuvent culminer jusqu'à dix par jour, selon le document. Israël justifie ces violations par la nécessité de surveiller l'embargo sur les armes, mais M. Ban demande à l'Etat juif de "reconsidérer" sa position et de fournir "de toute urgence" toutes les informations à sa disposition sur les bombes à sous-munitions tirées lors de la guerre de l'été 2006 sur le Liban et qui continuent à faire des morts parmi la population civile.
